A Seminar on“Transparency
in Public Procurement” was organized at Sodepur Area on
29.10.2012 at 2.30 PM for 4 areas – Sodepur, Satgram, Sripur and
Salanpur Areas and there was effective and spontaneous participation
from the Areas. GMs of respective areas participated along
with their officers and staff. All JCC Members of Sodepur Area
participated in the programme. Shri Ajay Nand, Commissioner of
Police, Asansol-Durgapur attended as Chief Guest and delivered
the key note speech. Commandant of CISF and Officer
Incharge of local Thana and all police officials of the local thana
also attended the programme. Speaking on this occasion, the
General Managers of respective areas highlighted the importance of
Vigilance.
A Slogan competition as well as one act play
titled “SatyamevaJayate” were organized on
the occasion besides organizing a Drama “SatyamevaJayate” by staff
members of Sodepur Area showcasing the end result of corruption.
In
consonance with the theme of the programme, Shri SK Alam of Sripur Area
recited a poem written by him on the subject matter of prevention of
corruption which was well appreciated by all present.
Speaking on the occasion, Shri
Ajay Nand, Commissioner of Police, Asansol-Durgapur highlighted
the difference between integrity and honesty and stressed for the need
to be vigilant by every person in his respective sphere of work
and for working with commitment for the organization. While
emphasizing on transparency, he warned about evils of middlemen
operating in the field.
A one day Seminar on “Transparency in Public Procurement” was organized
at Dishergarh Club ECL HQ on 30.11.2012 which was attended by over 100
Senior officers of the Company. The programme commenced with
lighting of lamp by D(P), ECL, CVO, ECL and the guest speakersShri
AmarMudi, CDI/Dy.Secretary, CVC, Shri Rajeev Ranjan, SP, CBI/ACB,
Kolkata and ShriAbhijitMajumdar, Sr.Faculty, IICM, Ranchi, followed by
floral welcome of the guests and by playing the Corporate Song of
CIL. The first session was addressed by Shri AmarMudi,
CDI/Dy.Secretary, CVC followed by interaction with participants.
The second session was addressed by Shri Rajeev Ranjan, SP, CBI/ACB,
Kolkata and the third session by ShriAbhijitMajumdar, Sr.Faculty, IICM,
Ranchi. There was overwhelming response from the participants,
who actively participated in the interaction. The programme
covered various CVC circulars and the relevant manuals applicable in
CIL.
Birth
Anniversary of SardarVallabhBhai Patel was celebrated in ECL:
On
31.10.2012, garlanding of the portrait of SardarVallabbhai Patel on the
occasion of his 137th birth anniversary was organized in the
Vigilance Department at 11 AM. ShriSekharSharan,
CGM (P&P), ECL presided over the function. Initiating
the programme, the audience was apprised about the life of
SardarVallabhBhai Patel.ShriShekharSharan, garlanded the portrait of SardarVallabhBhai Patel.
All officials present paid rich
tributes to SardarVallabhBhai Patel, the architect of Modern India.
On 31.10.2012, a Vigilance Awareness Seminar on “Transparency in
Procurement” was organized in SonepurBazari Area participated by
SonepurBazari, Kunustoria, Kajora& J.K. Ropeways Areas.During this
programme, vibrant discussions took place.
A vigilance awareness workshop was organized at SonepurBazari Area on
31.10.2012 attended by officials of Kunustoria, Kajora, JK Ropeways and
SonepurBazari Area. Officials of vigilance
Department attended the said workshop.
Two Vigilance Awareness Workshops were organized on 1.11.2012– one at
MugmaArea for officials of Rajmahal, SP Mines and Mugma Areas and
the other at Jhanjra Area for Jhanjra, Pandaveswar, Bankola and Kenda
Areas.
ShriMd. YunusAnsari, GM, Kenda was the chief guest at Jhanjra Area on
1.11.2012 and Speech and Debate competitions were held on the subject
of “Evils of Corruption” and prizes were given to the winners.
A Vigilance Awareness Programme covering Mugma, SP
Mines and Rajmahal Areas was organized at Mugma Area on
1.11.2012. The programme commenced with lighting of lamp by GM
Mugma Area and GM, SP Mines Area followed by CIL Corporate Song. Three
sessions on the topics of Transparency in Tendering, Preventive
Vigilance and CVC guidelines on public Procurement were organized from
within the officers of Mugma Area followed by address by respective GMs
and delegates from HQ.

1.11.2012, various competitions like essay writing, debate, painting
(sit and
draw), slogan writing and cultural
presentations were organized simultaneously at AC Institute, Sanctoria
and DAV
Public School, Pandaveswar Area by Vigilance Department.

AC Institution, Parbelia Colliery High School and SD Girls High School,
Sanctoria participated in the Essay, Recitation and Debate competitions
at
Dishergarh AC Institution, whereas 67
students of Hindi and English mediumfrom DAV Public School,
Pandaveswar, Shiv
Durga Jr. High School, Pandaveswar and GoglaAnchalik Hindi Vidyalay,
Dalaurband
participated in Essay, Debate, Slogan writing and Sit & Draw
Competitions
organized at DAV Public School, Pandaveswar Area. Prizes
to the winners and all participants
were distributed in two separate glittering functions organized in the
Conference Hall, ECL HQ and DAV Public School, Pandaveswar Area.
T-20
Cricket Match Organized:
On
2.11.2012, a T-20 Cricket Match between Bankola Area Officers vrs. AG
Church
School, Bankola was organized by Vigilance Department, ECL.
Banners and posters were displayed in the Ground
and announcements made about evils of corruption. The match was
inaugurated by ShriSubrataChakravarty,
D(T), ECL. Prizes to the winners and
runners were given away by officials of Vigilance Department and trophy
was
given by GM, Bankola Area. The match was
won by the AG Church School by 9 wickets in 11 overs by scoring 81 runs
against
the score of 80 runs put on board by ECL Officers of Bankola Area in 20
overs.

Competition related to vigilance awareness was organized at Area Office
in which employees and executives participated on the topic of “Evils
of Corruption and prizes were distributed to 1st, 2nd
and 3rdby the General Manager, Kenda Area.
Slogan
Writing competition was also organized at Kenda Area office on
2.11.2012 for employees and executives on the theme of “Corruption and
its removal” and prizes were awarded to 1st, 2nd
and 3rdby the General Manager, Kenda Area.
At MugmaArea :On
30.10.2012 Regional Team of Mugma Area
visited Chapapur, Badjna, HariajamaGropu of Mines and a seminar was
conducted.
On
31.10.2012, Seminar and discussions were conducted at Lakhimata Group
of Mines.
On 2.11.12, Debate and play were organized by employees in
Area.
STAKE HOLDERS’ MEET
ORGANIZED AT ECL HQ:
On 03.11.2012, a Stake Holders’ Meet was organized
in the Conference Hall of ECL HQ. 26 vendors/service providers
from different sectors (MM, CMC, Civil, Systems, etc.) attended the
function. The meeting was presided over by
shriSubrataChakravarty, D(T), ECL and attended by Shri A.K. Soni, D(F),
ECL. CGM (P&P), TS to CMD, HODs of MM, CMC, Civil, E&M,
EXCV, Systems, Telecommunications, Finance, Sales &
Marketing, etc. attended the function. The programme
began with CIL Corporate Song and felicitation of dignitaries with
bouquets.
The Stake
Holders’ Meet commenced with release of News Letter “Sachetana”
published by
Vigilance Department, ECL during Vigilance Awareness Week, 2012. ‘Sachetana’ was released by
ShriSubratoChakraborty, D(T), Shri Ashok Kr. Soni, D(F),
ShriSekharSharan, CGM
(P&P) and ShriNiladri Roy, TS to CMD.
Initiating
the programme, ShriNilanjanAdhikary, General Manager (Vigilance)
informed all
present about the theme of Vigilance Awareness Week, 2012 and invited
the
participants to express their grievances.
Shri AK Soni, Director (Finance)
in his address stressed for the need to be vigilant and transparent in
the
dealings. He cautioned against delay in
decision making, which leads to manipulations.
According to him, if a decision is to be taken, the same should be
taken
immediately rather than delaying the same. He also emphasized on the
need to have mutual trust of the vendors with
the ECL and vice versa.
In
his address, ShriSubrataChakravarty, D(T) insisted on maintaining transparency in the functioning and also
advised the stake holders to raise issues of concern with the HODs so
that the
same are resolved. He thanked the
Vigilance department for organizaing the Stake Holders’ Meet.
The vendors raised several issues
of
mutual concern and there was thread-bare
discussion in a cordial manner.
Mementos
were presented to all the stake holders by D(T)(O), D(F) and CGM
(P&P).
On this occasion, Dr.MN Singh, Principal
of
Panchkot College, Purulia was presented a Memento for his contribution
in
evaluating the essays during essay competition held for officers and
employees
during Vigilance Awareness Week, 2011. ShriJitendra Singh,
Correspondent
of PrabhatKhabar, Kolkata Edition, for his coverage in the media and
ShriKartickMallick, Videographer for the logistic support during
Vigilance
Awareness Week, 2012. Dr.Nandini Roy
Choudhary, Medical Supdt. ECL who conducted the programmes through-out
the
Vigilance Awareness Week, 2012 was also presented a Memento as a token
of
appreciation for the excellent conduct of the programmes. Vote of
